The whole power of the sacrament of Reconciliation consists in restoring us to God's grace and joining us with him in an intimate friendship; it also reconces us with the Church which we have wounded by their sins. Bishops and priests, by virtue of the sacrament of Holy Orders acting in persona Christi, have the power to forgive all sins "in the name of the Father, and of the Son, and of the Holy Spirit.
